Michael McCann is a principal at Film Incentives Group as well as the president and founder of MVM Associates, Inc, a leading economic incentive management firm. He is a well-known specialist in film incentives and film credit placement throughout the U.S. Mike previously worked for the U.S. Department of Energy as a grant specialist where he managed multi-state energy conservation grant programs. Using this experience, he started MVM Associates in 1997, the first consulting firm in Pennsylvania to specialize solely in economic incentives such as grants and tax credits for private companies. Since then, Mike has overseen MVM's expansion into the sales brokerage of transferable film tax credits in Pennsylvania. In 2009 Mike handled the purchase of 40 of the 45 million dollars of the film tax credits that were transferred in Pennsylvania.

The success of this expansion was the springboard for Film Incentives Group, LLC, a national film tax credit consulting and brokerage firm that he formed with Dave Bowers in 2009. To date, Mike has helped hundreds of companies to obtain and sell over $200 million in state tax credits across the United States. Mike is a board member and treasurer of the Pennsylvania Film Industry Alliance. He also serves on the board of the Chester County Keystone Innovation Zone and the Delaware County Keystone Innovation Zone. Mike holds a Bachelor's of Science degree in environmental studies with a minor in computer science from East Stroudsburg University of Pennsylvania.

David Bowers, a CPA, has an extensive background in production accounting, finance and taxes with a specialty in the television industry. He is well-known for helping clients navigate the complexities of locating incentives and tax credits, determining eligibility, completing the application process, negotiating the audit maze, dealing with state agencies and brokering transactions between buyers and sellers. David has over 20 years of experience in the film and television industry, having served as CFO of Banyan Productions for 10 years and president of Telenium Communications Group for 11 years. He holds a Bachelor's of Science degree in business administration from Penn State University and serves on the board of the Pennsylvania Film Industry Alliance trade association. Dave is also a member of the American Institute and Pennsylvania Institute of CPAs. He is a current member and has served on the Board of Governors of the National Academy of Television Arts and Sciences. Aside from his position at Film Incentives Group, Dave owns and manages a company in the direct response industry specializing in placing brands and products on QVC. Dave has two college-aged daughters and lives in West Chester, PA. He spends his off-time enjoying his collection of Harley-Davidson motorcycles, jogging and religiously following his 2008 World Champion Philadelphia Phillies.



Meghan McCullough oversees Film Incentives Group's business development operations including sales, marketing and communications. Meg works with our corporate clients to help them realize substantial savings on corporate income, franchise and premiums taxes through the purchase of state tax credits. Prior to joining Film Incentives Group, she was the Business Development Manager at A Respected Colleague (ARC), a human resources consulting firm. Having spent many years in the recruiting field, Meg's sales background also includes years of placing Executive and C-level accounting and finance professionals into both permanent positions and consulting assignments. She has previously served as Executive Search Consultant with Kreischer Miller & Co. and Senior Client Services Manager with Acsys Inc. When her day is done at Film Incentives Group, Meg can usually be found in transit! She spends most of her time either in the car or cheering from the sidelines/audience in support of the various pursuits of her three children. Meg received a Bachelor of Arts degree in Communications from Villanova University and lives in Flourtown, PA.

Jane Saul manages strategic operations for Film Incentives Group's production clients, directing sales and communications with film studios, production companies (including film, television and commercial), and television networks. Prior to joining Film Incentives Group, Saul led the Pennsylvania Film Office through eight years of rapid growth and expansion of production activity in the State. Appointed by Governor Ed Rendell in 2003 as Director of the PA Film Office, Saul took on the task of crafting legislation and guidelines resulting in passage of the $75 million PA film tax credit program. In the ensuing 5 years, Saul's work in the State Film Office led to over $1 billion in economic impact to the Commonwealth. She has worked closely with each of the major studios, both large and small independent productions, and television series. A graduate of the University of Pennsylvania, Saul came to the Film Office from Exude Benefits where she was Development Director. Saul is Co-President of 'Friends of Three Bears Park' in Philadelphia and is on the advisory boards of the Philadelphia Film Festival and the Big Picture Alliance. She and her family make their home in Center City, Philadelphia.
